Penalty mod
Shows a chat message in multiplayer games when unauthorized (deadly) force was used; makes it easy to learn from mistakes and shift blame. Only works in multiplayer mode. Server and players need the mod installed. Tested with both the original game and Stetchkov.
To install: Copy the SwatProcedures.u file to your content(expansion)\system directory. Back up the old file to be able to play on unmodified servers.
